Whether she works in HR is immaterial - all employees have an obligation to follow the company policies with respect to controlled substances (which usually include not being visibly impaired on the job.) In addition to your personal beliefs and your morale, she could endanger herself and others - driving everyone in her vehicle, for example, or conducting a safety inspection of machinery while impaired. It would be helpful to start keeping a discreet log - on what days this occurs, are there other signs that she has been drinking (does she slur, does she miss time - esp. Mondays and Fridays, etc.?) Her boss may be more willing to listen if you have supporting data. Of course, if the company policy is that 3-Martini lunches are de riguer, you'll have a tough time getting through. Be prepared that the company may not want to hear what youhave to say, or know how to deal with this - one of my first HR bosses was a cocaine user and management was afraid to confront her...she eventually ended up in rehab followed by a long leave of absence, but her manager never dealt with the situation. People who have substance abuse problems end up being their own worst enemies in the long run, but are often very careful to cover their tracks and manipulate others into thinking that everything is fine for quite some time. I don't know what type of company you work for more specifically, but there must be an owner, or other managers that may side with you. If you continue to have to work under her, it will help to get understanding of Alcoholics---attend "Al-Anon" meetings and listen to other people in the group describe their experiences, and methods to cope with Alcoholics. These meetings are free, and "Al-Anon" is affiliated with "AA", so there are a lot of meetings around. You can't change your boss, but you can learn skills to work around her behaviors.
